This is a pretty weird asset in general. I HIGHLY recommend ONLY attaching this asset in Blender.
If you don't want the cross at the top moving with the hips(trust me, you don't), you will need to either create a restraint for the cross to stay or you can unpack the avatar prefab and move the cross bone from the armature to the main avatar root in the hierarchy. (I recommend doing the latter.)
Sculpted and rigged to Panda's heel base.
A version of these chains were used on a recent model that was commissioned!
